Race and crime in a public space: a video test

If average Americans see a robbery in progress, how will they respond?  It makes a difference if the criminal is black of white, according to this video experiment.
In the footage we see a white robber clearly trying to steal a bicycle.  He uses various tools to cut the lock: bolt-cutters, even a saw.  Most passers-by say nothing.  The next clip repeats the situation, but with a black robber.  This second man is dressed nearly the same as the first, is about the same apparent age, and uses the same tools in the same way as his predecessor.  Now passers-by confront him, shoot photos from phones, and call the police.

    I do wonder how that varies (and if it varies) by neighborhood. Is it clearly “racism” or fear of the “outsider” coded through race?
